This role involves leading a professional, diverse, and customer-focused team to deliver seamless parking operations for daily, monthly, and event-related activities. The Deputy Director also plays a key role in enhancing customer satisfaction by fostering a work environment that promotes diversity, integrity, collaboration, and collegiality. Emphasizing a "Teamwork" culture, the Deputy Director ensures service levels and operational initiatives are consistently aligned with the standards of The City of Columbia and Parking Services.<br><br>The work is considered sedentary in nature and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations. The work requires the following physical abilities to perform the essential job functions: climbing, crouching, feeling, fingering, grasping, handling, hearing, kneeling, mental acuity, repetitive motion, speaking, standing, talking, visual acuity, and walking.<br><br>Work environment involves exposure to no known environmental hazards; and is dynamic that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. <br><br> <strong>Essential Job Functions</strong><br> <br><ul><li>In collaboration with the Director of Parking Services and other management, plans, conducts, and evaluates audits on parking counts, utilization, transactions and revenue data through regular field audits of parking facilities and parking revenue collection;</li><li>Establishes and maintains standards for all services with benchmarking;</li><li>Prepares reports and analysis of findings and revenue projections based on collected count, utilization, transaction and revenue data;</li></ul><ul><li>Works closely with financial team to determine fiscal requirements, makes projections, and develops mutual operating and capital budget figures that will also serve to support formation of the appropriate fee structures required to sustain the integrity of parking operations. </li><li>Participates in departmental strategic planning and development, works to establish effective short and long-range goals for parking operations and devises methods to improve the overall effectiveness of parking services and programs.</li></ul><ul><li>Supervises the department staff to include coaching/developing, monitoring performance, delegating, and ensuring compliance with federal, state, and local laws and regulations, City policies and procedures and standards of quality and safety;</li><li>Participates in the implementation of new policies, programs, and system technology to meet operational objectives;</li><li>Supervises subordinate supervisory and support staff. Supervisory duties include scheduling personnel, instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; allocating personnel; acting on employee problems; approving employee discipline and discharge;</li><li>Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed;</li><li>Provides for adequate staff training and development opportunities;</li><li>Provides guidance and expertise to the supervisor, City Manager, Assistant City Manager and members of City Council in areas of responsibility;</li><li>Maximizes profitability through facility marketing, cash control procedures, expense reviews and revenue development;</li><li>Negotiates and monitors contracts, and ensures all accounts payable are processed in a timely manner;</li><li>Develops and implements department policies and procedures; develops and recommends ordinances related to City parking functions;</li><li>Manages on-going, daily parking operations;</li><li>Coordinates special projects as assigned;</li><li>Prepares a variety of studies, reports and related information for decision-making purposes and as required by the City;</li><li>Coordinates division activities and functions with those of other City divisions, departments and outside agencies as appropriate;</li><li>Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility;</li><li>Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending and conducting meetings, etc.;</li><li>Attends meetings, workshops, conferences, etc., as appropriate to maintain knowledge of current legislation, trends and technology in assigned areas of responsibility; and</li><li>Performs other related duties as assigned.</li></ul><br> <strong>Qualifications</strong><br><strong>MINIMUM REQUIREMENTS TO PERFORM WORK: </strong><br><ul><li>Bachelor's degree in public administration, management or a closely related field;</li><li>Five (5) years of prior parking experience;</li><li>Valid South Carolina Class "D" Driver's License.</li></ul><br> <strong>Knowledge, Skills, and Abilities</strong><br> <br><ul><li>Knowledge of mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes;</li><li>Knowledge of personal computers as well as skill in the use of Microsoft Office 2010 preferred, utilizing Outlook, word processing and spreadsheet software programs;</li><li>Ability to synthesize or integrate analysis of data or information to discover facts or develop knowledge or interpretations; changes policies, procedures or methodologies based on new facts, knowledge or interpretations;</li></ul><ul><li>Ability to negotiate, exchanging ideas, information, and opinions with others to formulate policy and programs or arrive jointly at decisions, conclusions, or solutions;</li><li>Ability to establishing long-range plans and programs, identifying funding resources, allocating funds for and implementing long-range capital improvements, major construction projects, major equipment, rolling stock, and new technology systems which support goals and objectives of the organization;</li><li>Ability to perform work involving the application of principles of logical thinking to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact;</li><li>Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style;</li><li>Ability to perform professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures; and</li><li>Ability to make decisions, affecting the organization, related organizations and major segments of the general population; works in an evolving environment with emerging knowledge and technologies, competing priorities, and changing politics.
