Environmental Coordinator II - Equipment & Fleet Management Services (Civil Service)
Job Description
Overview
The Environmental Coordinator II serves as an experienced resource on environmental regulations and compliance, environmental due diligence, environmental sustainability, and environmental outreach for the City of Dallas. Serves as a key resource on environmental compliance, sustainability, and outreach. Plans and delivers training for city staff, businesses, and the public, while coordinating with internal and external partners to communicate environmental initiatives.
1 Performs environmental audits, annual inspections, and develops corrective/preventive action plans, including implementation of Environmental, Quality, and Safety Management Systems requirements. Reviews Phase I and Phase II environmental site assessments, screenings, and risk assessments.
2 Supports inspection programs to ensure compliance with environmental regulations and ISO 14001. Conducts facility and storage tank inspections, ensures timely reporting, and assists with audit responses and corrective actions.
3 Writes inspection reports, conducts follow-up inspections to achieve closure, and archives documentation.
4 Ensures compliance of contractors, including construction crews, tenants, and service providers, conducts encroachment inspections when necessary.
5 Develops and promotes outreach programs on stormwater, waste, sustainability, and air quality to educate the public and target communities. Delivers presentations, supports program development, and tracks citywide environmental training outcomes.
6 Participates and often handles inspection and calibration of safety or sampling equipment to maintain regulatory compliance.
7 Responds to spills, ensures cleanup follows city protocols, and updates the Spill Response Bulletin. Maintains documentation and adjusts programs, procedures, and systems to stay compliant with evolving regulations.
8 Drafts and monitors the relevant wording and disbursement of informational materials, promoting the city's environmental initiatives. Creates online and social media content for the benefit of environmental programs.
9 Reviews and submits corrections to regulatory agencies, performing compliance calculations, quality control checks and maintaining department regulatory compliance.
10 Analyzes and addresses areas of change and makes recommendations to improve operations; monitors program success through evaluations.
11 Coordinates continuous improvement projects and initiatives as part of the city’s Environmental Management System, including planning, implementing, and tracking.
12 Performs other work as needed or assigned.
1 Advanced knowledge of Stormwater, Zero Waste, Environmental Due Diligence, Sustainability Conservation Concepts, and EMS.
2 Knowledge of Federal and State rules, regulations, and standards and ability to provide guidance on environmental management standards for various industries.
3 Knowledge of project management, permitting specifications, and project schedules.
4 Ability to manage projects, volunteers, citizen education, and events.
5 Ability to interact with TCEQ and other external agencies, City of Dallas executives, consultants, and contractors.
6 Ability to develop, evaluate, and coordinate strong website and social media presence.
7 Ability to conduct inspections, collect data and draft reports.
8 Skill in MS Office and data management.
9 Skill in public outreach, establishing and cultivating public relationships, and maintaining interaction through various communication methods.

Bachelor's degree (or higher) in an architectural, engineering, geoscience, environmental, or natural science field.

Three (3) years of experience in coordinating with state and federal environmental agencies, working on pollution prevention/environmental programs addressing potential environmental liabilities, managing environmental projects or programs, conducting internal or external environmental audits and/or researching and developing standards in environmental regulatory field at a large municipality in a geographically diverse area.

Associate degree (or higher) in a non-specified field and six (6) years of the required experience in the stated areas will meet the education and experience requirements.

Associate degree in the specified fields and five (5) years of the required experience will meet the education and experience requirements.

Master’s degree (or higher) in the specified fields and two (2) years of the specified experience will meet the education and experience requirements.
LICENSES AND CERTIFICATIONS:

Valid driver's license with good driving record.

For Water Quality divisions, Class D Water license from the Texas Commission on Environmental Quality (TCEQ) is required.

For Water Reservoir, Stormwater Neighborhood and Water Quality divisions, a Boater Certificate is required.
-
HAZWOPER certification must be obtained within the probationary period for all spill response divisions.

For Stormwater Neighborhood, Certified Environmental Storm Water Compliance Professional (CESCP) certification must be obtained within the probationary period.

Must pass background investigation.

No Felony convictions.
-
Cannot currently be on deferred adjudication for any Felony, Class A or Class B Misdemeanor.

Availability to work varying shifts including nights, weekends, and holidays.

Subject to twenty-four (24) hour call-out. Working conditions include exposure to bio-hazardous material(s), inclement weather, and confined spaces.

Salary Range
$58,801.60 - $70,574.40
